A police review board has determined shots fired by three officers and a Taser used by a fourth in an incident that killed an unarmed 22-year-old Bakersfield man were within department policy and state and federal guidelines.

The officers involved in the death of Ramiro James Villegas have returned to duty, Bakersfield police said Thursday in a news release.
