LOUISE PALMER, DAVID LOLLIS and NICHOLAS “NICK” LOWELL have joined the Bakersfield office of consulting group Provost & Pritchard.

Palmer, a senior planner, earned a bachelor’s degree in public administration at Cal State Bakersfield. She has more than 20 years of experience in city planning and expertise in regulatory compliance. Lollis is a senior engineer with more than 45 years of experience in the field. He earned a bachelor’s degree in civil engineering at Cal Poly Pomona and has been involved in projects dealing with storage tanks, sewer lines and wastewater treatment. Lowell, an assistant technician, has more than 13 years of experience in the design and drafting of municipal, commercial, industrial and oil field-related projects. He earned a certificate in industrial design at Bakersfield College.

CESAR ARNOLDO MENJIVAR III has been appointed director of community outreach at Habitat for Humanity Golden Empire. Menjivar graduated from East Bakersfield High before going on to earn a degree at California Baptist University. He worked in multifamily property management and, more recently, served as a program specialist with the Kern County Department of Human Services’ Welfare to Work program.
