A Wasco man who officers say struck and killed a bicyclist Thursday afternoon then fled the scene has been arrested on charges of manslaughter and hit and run. 

Noe Bryan Martinez, 22, is being held on $70,000 bail in the crash that occurred on Palm Avenue north of Gromer Avenue in the Wasco area, according to the California Highway Patrol. 

The name and age of the bicyclist have not yet been released.

The CHP said Martinez was driving northbound on Palm at 80 mph at about 2:30 p.m. He was passing a Honda at the intersection with Gromer Avenue when he struck a bicyclist riding south on Palm Avenue near the center of the road.

Martinez stopped and got out of his vehicle to examine the bicyclist, according to the CHP. He then got back in his vehicle and fled north on Palm Avenue. He was later arrested by a sheriff's deputy. 

Alcohol or drugs don't appear to be a factor, officers said. 

Martinez is due in court Tuesday.
