Why conserve?

According to the Oct. 23 edition of The Bakersfield Californian, "PG&E hopes to rebalance rates."

Under this plan, those that use the most electricity would be billed at a lower rate, and those that use the least would be billed at a higher rate.

That seems crazy! Where is the incentive to conserve?

If the biggest users will be receiving smaller bills, it's only human nature to assume that those users would not try to reduce usage, in fact, may over time, use even more than before.

On the other hand, those who use the least may try to reduce their usage to the point of compromising health or safety, in an attempt to lower their bill.

Doesn't sound good to me!
