Point of agency?

I would really like to know what the purpose of our county animal control office is.

We were having a problem with our neighbor's dogs and had made no less than five calls to Animal Control regarding this. They came out two or three times. The last time we called, the dispatcher said the dogs that we were referring to were feral animals and they (the animal control officers) had been trying to catch them for over a year. My wife asked to speak with a supervisor and was told the supervisor was out, but would return her call. The call was never returned.

In order to solve our problem of the dogs digging up our front yard and leaving their messes, we had a fence put up at the cost of $1,450.

I sent emails to the Kern County Board of Supervisors and the Kern County Animal control and received no response from either one.

So, what is the purpose of the Kern County Animal Control? Apparently there is not enough publicity in an individual's case to warrant their efforts.
