Why should responsible pet owners pay licensing fees to pay for services for people who don't take care of theirs? I have rescued multiple animals, fixed them all, kept up on their shots, and even donate time and money to the Alpha sanctuary.

My mother has rescued many animals off the streets and found good homes for them, along with spoiling her dogs and cat rotten. So why should we pay a licensing fee?
What are we getting out of this deal besides more money out of our pocket on top of the thousands of dollars that we have already spent on caring for our own loving pets?
Shouldn't the people who are creating all of these unwanted animals be responsible for paying for the services that they need? I think a mandatory spay and neuter program is a great idea. If you really want to breed, then you should have the option of getting a special exemption.
If you want to get money to pay for the shelters and programs, it should come from the offenders, not the good pet owners of Bakersfield.
