Valadao represents the heavily Latino 21st Congressional District where Democrats have a 17 point advantage over Republicans in voter registration.
He has been able to claim commanding wins in the district which runs through the rural portions of the Central Valley from east Bakersfield, Arvin and Lamont through Kings and Tulare counties and into Fresno County.
Low voter turnout by Democrats and Latinos, the conservative leanings of many Democrats and Valadao's careful attention to core issues like immigration (he supports immigration reform opposed by many of his Republican fellows) and water have helped him hold the seat.
