Ask TBC: What will be built with these bricks on Highway 99?

Q: On Highway 99 north between the Union Avenue and Arvin (Highway 223) exit, there is a bunch of bricks in an open area. Looks like they were being constructed, but nothing has been done with them in quite some time. What is supposed to go there?

A: Matthew Hall, a planner in the Kern County Planning Department, answered:

A conditional use permit for an equestrian facility was approved by the Kern County Planning Commission at that location in 2005.

The property owner has active permits for grading and retaining walls, and has applied for the building permits required for construction of the facility.

When completed, the facility would provide training facilities and permanent boarding for approximately 40 horses, an arena with seating for several hundred people and related facilities for exhibitors and livestock.

Q: There is a median on Stockdale Highway just past the bridge that it appears was never finished. Does the city ever intend to landscape it or will it be left empty?

A: Arnold Ramming, a city civil engineer IV, said he will look at this location in the next budget cycle to determine if the city can find funding to landscape that section of Stockdale.

Q: What is planned for the old Three-Way Chevrolet site on California Avenue?

A: We answered this a couple months ago but for those who missed it, here's the answer:

Local investors Tim and Tina Lewy purchased the property June 30 from Three-Way Chevrolet Co. They plan to market it for lease to retailers, restaurants, office-users and hospitality-related businesses.

To make the 10-acre frontage property more attractive to potential tenants, Tim Lewy said the property will be cleared "down to bare soil." That will involve tearing out any and all landscaping.
