Last month, PG&E announced plans to raze the long-dormant power plant at Coffee Road and Rosedale Highway — and by March 2013. Is that realistic? What about soil contamination issues? What can Bakersfield residents realistically expect to go there in its place? Bakersfield City Councilman David Couch has been pushing to see the facility eradicated for years, almost since his first year in office, 1998. He joins Price and PG&E's Katie Allen.
