Council slated to rescue foreclosed senior apartments with federal dollars

The Bakersfield City Council, which reconvenes tonight after a month-long break, is slated to approve:
* A plan to use federal money to buy and rehab the former Castlewood Senior Apartments complex at 2221 South Real Road, which was foreclosed on in July.
The Housing Authority of the County of Kern, or HACK, would own and operate the 99-unit site as the Pinewood Glen Retirement Community, providing affordable housing for seniors.
About $3.7 million in federal money from the 2008 Housing and Economic Recovery Act will cover the purchase price of $1.9 million and improvements worth $1.8 million. To meet city code, the complex needs a new roof, windows, flooring, paint, asphalt and appliances as well as fixes to landscaping, heat and air conditioning systems. The units will be rented to seniors who meet income eligibility requirements.
* New rides: The Water Resources Department will get a new 1.5-ton service truck costing nearly $60,000 and a half-ton pickup for about $17,000; police will get three extended cab half-ton pickups at nearly $24,000 a pop. The equipment will replace high-mileage vehicles and be paid for by the city's equipment replacement fund.
Approval is slated without public discussion unless requested otherwise. Councilmembers will also hear the city's updated Isabella Dam failure evacuation plan.
The council meets at 5:15 p.m. in council chambers at City Hall, 1501 Truxtun Ave.
