The public may comment about a draft environmental report for Saco Ranch, a large commercial project, at Thursday night's Bakersfield Planning Commission meeting.
The project would add several million square feet of retail and industrial space near Coffee and Seventh Standard roads and just west of Highway 99.
Responses to comments received at the meeting will be incorporated into a final environmental impact report, which the commission might consider in June.
The Bidart Bros. owns the land.
A second environmental impact report about the amended Hillside Ordinance is on the agenda. The commission will decide whether to recommend it for approval by the City Council. The council may consider it at an April meeting.
The report studied the effects of the revised ordinance, which pertains to about 6,531 acres in northeast Bakersfield on slopes of 8 percent or more.
It applies to new development within the city’s Hillside Development zone and doesn’t affect owners of existing lots on bluffs near those areas. It’s intended to protect scenic resources and land that could erode or burn in wildfires.
The report, which a judge ordered after landowners sued the city, finds there are no significant impacts from applying the ordinance.
Also on the agenda:
• A parcel map for commercial condos on the south side of Brimhall Road, about a quarter-mile west of Coffee Road. Developer Ron Froehlich is the applicant. He is concerned about providing required secondary emergency access and a road to reach property east of the site. Land toward the site’s southern portion belongs to the city, which would use it for the Westside Parkway.
• A sign plan for Castle & Cooke’s River Walk Center along the north side of Stockdale Highway, between Calloway Drive and Don Hart Drive West.
