JEREMY T. TOBIAS has been appointed executive director of the county’s largest non-profit agency, Community Action Partnership of Kern. The Bakersfield native has worked as vice president of community development at SunCal Cos., as city manager of Delano, and as assistant city manager and community development director for Shafter. He graduated from Garces Memorial High School and earned a bachelor’s degree at San Diego State University.

Three Kern County cemetery officials received special honors at a conference of the California Association of Public Cemeteries March 26-28 in San Luis Obispo.

RANDY KYT was named the association’s Manager of the Year. Kyt works as district manager of the Kern River Valley Public Cemetery District. The award is presented to a manager nominated by his or her district for carrying out innovative cost savings, cemetery beautification projects or other successful initiatives.

MELVIN MCLAUGHLIN took home the group’s Trustee of the Year award. McLaughlin serves as a trustee for the Kern County Cemetery District No. 1 in Shafter. The honor is given to a trustee nominated by his or her district for exceptional performance on the district’s behalf.

TIM UNRUH was given the association’s Ruben Siemens/Wayne Byington Memorial Award. Unruh manages Kern County Cemetery District No. 1 in Shafter. The award is presented to an association member who has demonstrated extraordinary dedication to the group, maintained high professional standards, assisted others within the association and exemplified the spirit of the public cemetery profession.

JULIE CHEESEMAN has been promoted to become systems support officer at San Joaquin Bank. In her new role Cheeseman is to be responsible for producing and maintaining new and existing bank products, supporting bank staff and performing required reporting and record-keeping. She joined the bank in 1983 as an assistant operations supervisor after working as a teller at Community First Bank. She took on an administrative role in 1990, and has won the bank’s Chairman’s Award.

DARIN BLUNT has been promoted to become assistant vice president of San Joaquin Bank. Blunt joined the bank as a commercial loan officer in 2004 after working for seven years at Bank of America and three years at Brown Armstrong CPAs. Blunt, who now works at San Joaquin’s main office on 17th Street, earned a degree in business economics with an accounting emphasis at the University of California at Santa Barbara.

BELINDA CAPILLA has been awarded the Fine Homes International Specialist designation by Prudential Real Estate and Relocation Services Inc. Capilla, a broker-associate with Prudential Bakersfield, has been active in the local real estate industry since 1983. She earned the designation by meeting standards set forth by Prudential Real Estate Inc. for professionals who list, market and transact sales of homes valued within the top 10 percent of their marketplace.

LEANNA CUTLER has joined Goetz Manderley, a division of The Management Trust, as senior community manager/office manager. Cutler has a background in homeowner association management and is a certified community association manager. She is planning to open a regional office for Goetz Manderley in Bakersfield. Goetz Manderley offers professional management, consulting, reserve study preparation and financial services to homeowners associations and developers.

DANIEL PETREY has co-founded Mestmaker & Petrey Wealth Advisors, a registered investment advisory firm, at 1675 Chester Ave., Suite 200. Petrey, a retirement planning specialist from Taft, worked for six years at Morgan Stanley. He serves as the new firm’s chief financial officer and chief compliance officer. Petrey earned a bachelor’s degree and a master’s degree in business administration at Cal State Bakersfield.
