Is this speed limit really 25 mph on Rosedale?

Q: Rosedale Highway, east and westbound around Mohawk Street, has a 25 mph sign with road construction signs attached to it. Is this in fact still a 25 mph zone or could the signs at least be covered up until they start the rest of the Mohawk extension?
Just wondering because I followed a police car this morning on my way to work, and trust me, he was not doing 25 along with the rest of the traffic!

A: Janet Wheeler, spokeswoman for the Thomas Roads Improvement Program, responded:
The signs on Rosedale Highway denote the boundaries of the construction zone. The Mohawk Street extension project includes work on or adjacent to Rosedale Highway, plus the Rosedale Highway/Mohawk Street intersection serves as the entrance to the construction site. In fact, the first order of work was to complete the signal at the intersection to allow for the import of thousands of truckloads of fill dirt. The dirt import recently concluded, so the signs will be covered until work resumes on or adjacent to Rosedale Highway.
