Why is this Ken Mettler sign still up?

Q: Why is the large Ken Mettler for Assembly billboard still up on Merle Haggard Drive just west of Highway 65 when political signs must come down shortly after an election is held?

A: This answer was a little tough to pin down but it appears to local elections officials that the large commercial billboard falls outside the definition of a temporary political sign, which in county jurisdictions of Kern must come down within 15 days after an election.
Mettler said he has no control over what appears on that billboard as he stopped paying for the space after he lost the June primary.
