What's with this road project at 23rd and Chester?

Q: What is being done at the intersection of 23rd Street and Chester Avenue? The north most lane of 23rd Street has been blocked for a couple of weeks now. When will the north most lane be open to traffic again?

A: AT&T is replacing a utility vault that was seeping water and damaging the communication lines, Caltrans spokesman Jose Camarena said. AT&T said the project will take about two weeks to complete.
