What are these water zones on my tax bill?

Q: What are these three (7, 17, 18) Kern County Water Agency zones on my property tax bill? Why am I in three of them and can I get a map of these zones?

A: Here's the response we received from the Kern County Water Agency:
We appreciate the opportunity to answer what is a very good question. Voters established four Kern County Water Agency-defined "Zones of Benefit" (Nos. 7, 17, 18 and 19) that receive economic and water supply benefits in terms of farm production and jobs, urban use and overdraft protection from the State Water Project. The zones are assessed annually on county tax rolls based on the specific benefits each area receives. Most residents of the county reside within at least two of the zones, and residents living in the greater metropolitan area receive a third assessment.
Copies of our 2011-12 Report to the Board of Directors of the Kern County Water Agency on Zones of Benefit, including maps of the four zones and other important background information, can be requested in person or in writing at the agency's office, 3200 Rio Mirada Drive, Bakersfield, CA 93308.
