Are these Rite Aids required to stay spruced up?

Q: I frequently drive by the Rite Aid stores on the corner of Allen Road and Highway 58 and the corner of Olive Drive and Coffee Road. Both of these stores are in such poor condition. They need paint! They make the entire area where they are located look rundown and dirty. Isn't there a city ordinance to require them to clean up their appearance?

A: Bakersfield Planning Director Jim Eggert fielded this one:
"The Rite Aid at Coffee Road and Olive Drive is within the city limits and there are regulations pertaining to property maintenance and compliance with previously approved development plans. The matter has been forwarded to city code enforcement for investigation.
"The Rite Aid on Highway 58 and Allen Road is outside the city and would have to be reviewed by Kern County staff."
We talked to Matthew Hall in the Kern County Planning Department about the Rite Aid in the county.
Generally speaking, such developments are required to keep up their landscaping but it's not always well-enforced, he said. Hall said there's nothing in the rules about paint, as was mentioned.
Hall suggested complaining to the corporate office.
