Q: Who are the "Shame on People" and why won't they identify themselves?

A: We've left multiple messages with the person who takes media calls in the Los Angeles office of the union that, at least in the past, has been displaying Shame On banners. We haven't gotten calls back. So here are excerpts from the answer we ran after receiving a similar question in 2006:
Bill Mangum, a union representative for Carpenters Local 1506, said the union has 12 banners on display around town adorned with the words "Shame On (followed by the business name)" and "Labor Dispute."
He said the banners are the union's "way of getting it out to the public those contractors don't pay prevailing wages."
Mangum said those holding up banners are mostly union members between jobs and family, friends or neighbors of union members -- not workers on strike.
He said the banners have been placed near businesses for which the contractors are performing work.
"It's just to raise the standard of living for working men and women," Mangum said.
