Beginning on Aug.19, the Bakersfield City School District will operate a kindergarten through eighth grade school for students with severe social, emotional and behavioral disorders in a new location.

The SEAL Center provided services in the 2012-13 school year for about 34 students, but was expected to have additional students in 2013-14 and beyond. As a result, the center will move to a new, larger location with more capacity for growth.

The school will be located at 1001 10th St., where the Rafer Johnson Community Day School operated until its closure in June 2010.

The site currently is being used by the School Health Program and the State Pre-Kindergarten Program. Those programs will be moving to 714 William St.

The larger site is already an approved school site with both the California Department of Education and the Division of the State Architect and meets state Field Act requirements. Building modifications began in May and are expected to be complete by early August.

The California State Board of Education and the California Department of Education have announced the dates and locations of stakeholder meetings for those interested in joining discussions of how the Local Control Funding Formula will be implemented.

A meeting is scheduled for 9:30 a.m. Aug. 13 at the Kern County Office of Education, 1300 17th St., Room 1B, in Bakersfield.

Additional meetings will take place on other days in Los Angeles, Sacramento and Los Angeles, and will be connected via video conference to remote locations in other parts of the stare.

LCFF is a new formula for distributing state funding to public schools that allocates a minimum baseline for all schools and additional money for schools serving impoverished students and English-language learners.

The state is holding sessions to allow stakeholders to share ideas, comments and input on the implementation of the formula.
