Dave Hepburn, general manager of the Historic Union Cemetery, walks near the area that is called the Garden of Innocence where abandoned children who have died will be buried. The baby who was found in a trash can in Oildale may be the first to be buried at the Garden of Innocence.

The Secret Witness Program is offering a reward for information leading to the identification of the person or persons responsible for placing the body of a newborn infant in a residential trash bin on June 21.

The infant was found at 6:11 a.m. in a trash bin in the 500 block of Beardsley Avenue in Oildale, Kern County Sheriff's deputies have said. The man who found the infant told deputies he had been moving the bin from the curb back toward his house when he located the body.

Detectives responded to the scene and initiated a homicide investigation. The infant appeared full term and no more than several days old, and it did not appear the body had been in the bin for more than one or two days.

Deputies said the infant has not been identified, and cause of death is pending further studies.

Anyone with information on this case is asked to call the sheriff's department at 861-3110, Detective Brandon Rutledge at 392-6900, or Secret Witness at 322-4040. Anonymous text tips can be sent to TIP411 (847411); just type the keyword "KCSO" prior to the message.

Sheriff's spokesman Ray Pruitt said a monetary amount for the reward has not been established yet.

The Secret Witness phone line operates 24 hours a day. Callers will be asked to select a code name and number when they provide information.

If additional contact with the caller is necessary, the code name will be published in the local media along with a request for the original caller to establish contact. Once contact is made, the caller will be asked to provide their original code number for verification purposes.
