Jury favors mandatory recycling

The Kern County grand jury recommended last week that Bakersfield adopt mandatory curbside recycling -- which the Bakersfield City Council had rejected a week earlier.

"The act of approving a mandatory 'blue carts' type recycling program would prove to the State that the City is serious in its desire to improve quality of life and address environmental issues," the grand jury wrote in its report, which it released Thursday and distributed Monday.
The City Council considered but rejected a move toward mandatory recycling Nov. 7. The jury's committee investigated the issue in late October, according to the report.
